Dear {director_name},

Re: {child_name} — Comments on draft EHC plan dated {draft_date}

I am writing within the 15 calendar day comment window provided by
Regulation 13 of the SEND Regulations 2014 to give my representations
on the draft EHC plan for {child_name}.

Section B — Special Educational Needs
-------------------------------------
For Section B to do its job, every need must be set out specifically.
I have identified the following gaps in the draft as it stands:

Needs missing from the draft:
{needs_missing_from_draft}

Needs inaccurately or incompletely described:
{needs_inaccurately_described}

Other Section B comments:
{section_b_comments}

Section F — Special Educational Provision
-----------------------------------------
Section F provision must be specific and quantified. Provision must be
specified by type, frequency, duration and provider, so that there is
no doubt about what {child_name} will receive (see for example
L v Clarke and Somerset CC [1998] and the SEND Code of Practice
9.69). Vague phrases such as "regular support" or "access to" do not
meet that standard.

My comments on the draft Section F:
{section_f_comments}

Section I — Placement
---------------------
I would like to name {preferred_school} as the school in Section I,
for the following reasons:

{school_preference_reasons}

Right to a meeting with the case officer
----------------------------------------
Before the plan is finalised, I would like to request a meeting with
the case officer to discuss these comments and any outstanding
disagreements. Please let me know what dates the case officer has
available in the next two weeks.

Under Section 38(2) of the Children and Families Act 2014, the Local
Authority must consider these representations before issuing the final
plan. Please confirm receipt and the expected date for the final plan.

Yours faithfully,
